2 cups Flour
1 teaspoon baking soda
3/4 teaspoon baking powder
2 cups Rolled Oats (I used Old Fashioned)
1 cup Butter
1 cup packed Brown Sugar

Preheat oven to 375 degrees.

in a large microwave pan, or frying pan on the stove, melt the butter; add 1 cup brown sugar, cook until bubbly. add the rolled oats & stir until they are browned. cool slightly.

mix all other ingredients ingredients, stirring well to get the chiles mixed evenly. fold in the browned oats and mix thoroughly. pour into a greased 9x13'' baking pan.

bake 45-50 min or till tests done.
